I totally agree with Ginger, it is a deformity and kids have a difficult time as it is without this type of issue. For God’s sake I pray the parents weren’t the people who submitted the picture!! Shame on whoever did submit it!

For real? Somebody is getting mad? Tha kid will grow up with a third arm. so what? If it is usable, kids won’t make fun of him. Here’s a scenario.
New bully in his school. The bully doesn’t know about the third arm, right? So, the arms gets pinned agaist the wall by his arms. Then, BAM! out pops third arm to save the day. problem solved.
